Can I Use an Out-of-State PE Stamp?

No — a PE stamp is only valid in the state where the engineer holds an active license. Plans for a project in Texas must be stamped by a Texas-licensed PE, even if the engineer is licensed in 20 other states. Using an out-of-state stamp is a board violation for the engineer and gets the permit rejected. This is the single most common licensing mistake on multi-state projects.

How comity and reciprocity work

Engineers get licensed in additional states through comity — the new state's board verifies the existing license, experience, and exams, then issues its own license. NCEES records make this faster, but it still takes 4-12 weeks per state and each state charges its own fee. There is no national PE license. Firms doing multi-state work maintain a roster of licensed engineers or partner with in-state PEs.

What the building department checks

Plan checkers verify the stamp's state matches the project jurisdiction, the license is active and in good standing, and the stamp covers the discipline (a civil PE stamping complex structural work can draw scrutiny). Digital seals must comply with the state's electronic sealing rules — each state has its own requirements for digital signatures and seal format.

Firm registration too

Beyond the individual PE license, most states require the engineering firm itself to hold a certificate of authorization to offer engineering services in that state. So a multi-state project needs both: a PE licensed in the project state and a firm authorized in the project state. Check both before promising a client you can stamp their project.

The bottom line

PE stamps are state-specific — no national license exists. Multi-state work needs a PE licensed in each project state plus firm authorization there. Verify both before committing to stamp.
