What Is Title 24 Energy Compliance?
Title 24 is California's energy efficiency standard for buildings. Every new building and most alterations in California must demonstrate Title 24 compliance through energy modeling and specific prescriptive measures. It's the strictest state energy code in the US.

What it covers
Building envelope (insulation, windows, air sealing), HVAC system efficiency, water heating, lighting (indoor and outdoor), and solar PV requirements for new residential. Each component has either prescriptive minimums or can be traded off through performance modeling.
How compliance is demonstrated
An energy consultant runs the building through approved software (EnergyPro, CBECC) and generates compliance forms (CF-1R for residential, NRCC for nonresidential). These forms are submitted with the permit set. The building department will not issue a permit without them.
2025 code changes
The 2025 Title 24 code (effective 2026) pushes further toward electrification, tightens envelope requirements, and expands solar + battery storage mandates. If your project permitted under the 2022 code, the compliance path is well-established. New projects need to design to the updated standard.
The bottom line
Title 24 is California's mandatory energy code. Compliance requires energy modeling and specific forms submitted with your permit set.
